The Allendale-Hampton-Jasper Regional Library is pleased to offer access to the World Wide Web.  This service fulfills a library mission to provide free access to resources to meet all informational needs.  The internet Use Policy outlines the privileges and responsibilities of the individual user and the position of the Library in regard to materials available on computers in the Library. 

 1.  The Allendale-Hampton-Jasper Regional Library assumes no responsibility for the content or the quality of the information available on the Internet.  The library assumes no responsibility for any damages, direct or indirect, arising from the use of the computer services.

 2.  Computing resources may only be used for legal purposes and in accordance with the ethical standards of the library.  Unacceptable use includes, but is not limited to, display or dissemination of, sexually explicit or sexually suggestive material in any library building. 

 3.  Users must respect the legal protection provided by copyright and license to programs and data.

 4.  Basic training and assistance on the internet is available, as time permits.

 5.  Printers are available and there is a charge for each page that is printed ($0.25 for black/white per page copied and $0.50 per page for color.)

6.  Parents of minor children must assume responsibility for their children’s use of the Internet.   Children under twelve must be accompanied by an authorized adult.  Children under fifteen must have a consent form signed by a parent or legal guardian.  Children fifteen or older may register for computer access.  Parents must register exceptions at the library.

 7.  Violators of computer or other library use policies may loose library privileges.  Illegal acts involving library computers may also be subject to prosecution by local, state or federal authorities.

 8.  In order to maximize availability of the library computers, patrons must sign the schedule for one-hour usage daily.  Anyone who leaves the computer should not assume that additional time on a computer will be available later that day.

 9.  NO CHAT ROOM USE EVER!

 10.  Patrons must sign out of all email accounts and other programs when leaving the computer at the end of their allotted time.  This is for the protection of the patron’s privacy.

 11.  Disks, CD’s or USB flash drives may not be brought in from the outside.  Disks may be purchased at the circulation desk and kept there for future use.  If a disk is removed from the Library premises, it may not be used in the Library in the future.

 12.  All users must read and agree to the Library Internet Use Policy.  Agreement will be indicated by signature on the “Limitations of Liability” statement on the patron signup card prior to use of library computers.

13.  Before using a computer in the library, all users must have and present a Library card at the circulation desk.  This ensures that the patron read and signed the Library Internet Use Policy when the card was issued.  Once the Internet Use Policy has been signed, the patron may use the Internet at any of our five branch libraries. 

 14.  Visitors may use the Internet once the Library Internet Use Policy is signed.  A driver’s license or other picture ID is required for visitors to use the Internet and will be kept at the circulation desk.  The ID will be returned at the end of the Visitor’s Internet session.  Visitors who plan on being in the area for up to thirty days may be issued a temporary library card.  After the temporary card expires any visitor who plans to continue to use the Internet must purchase a patron card.

 15.  Filters have been placed on 90% of our computers to comply with Provisio 72.95 of the FY02 General Appropriations Act.  Library users may not bypass or disable the Library’s web filtering software nor instruct or demonstrate to another user how to bypass the Library’s web filtering software.  Patrons who fail to abide by these rules will lose all library privileges.

 16.  Public access computers will be turned off at the end of each day of operation at the discretion of the library staff.  Announcements of closing time and computer turn-off time will be made each day.

Patron Card
Policy

If you live, work, or own property in the tri-county region (Allendale, Hampton or Jasper County), you may sign up for a free library card at any branch.  Proof of address is required. Students in local schools who are not county residents may receive free cards for the school term.   Children must be at least 6 years old to have a card of their own; children 15 or older, if they have proof of address, may register as adults.  A parent must sign for a child’s card, presenting proper identification.  Out –of-county residents must pay an annual fee of $5.00 for a card.

1.  Children under the age of twelve (12) cannot be left in the library without an adult or guardian over the age of eighteen (18) as a supervisor.

2.  Only the person whose name appears on the card can use this Library card.  Library cards are not transferable; no one else is allowed to borrow material using your card.  If someone else should happen to use your card, the person whose name appears on the card is held responsible for anything borrowed against that card.

3.  Please advise the library of any change in name, address or phone number.

4.  This card may be used at any of our five branch libraries:  Allendale County Library, Hampton County Library, Pratt Memorial Library in Ridgeland, Hardeeville Community Library, or Estill Public Library.  It may also be used on the Mobile Branch (bookmobile).

5.  Borrowed items may be returned to any of the branches listed above; however, we ask that you try to return items to the library branch where you borrowed them.

6.  Books and audiocassettes may be borrowed for three weeks.  Magazines and videos may be borrowed for one week.  Books may be renewed, unless someone else has placed a “hold” on that item.

 7.  Books may be reserved by a patron.  Only two (2) books may be reserved at one time.  Once the book has been returned and the patron has been called, the patron has two (2) days to pick up the book.  If the book has not been picked up in two (2) days, it will either be returned to the shelves or offered to the next patron on the reserve list.  In order to place “holds” on books from another computer, the patron must come into a library branch to register a “pin” number.

8.  Books may be renewed over the telephone

9.  Circulation policies for the Mobile Branch differ from those for the other branches.  Check with the Branch Manager or Assistant when borrowing items from the Mobile Branch.

 10.  Non-fiction material can be ordered from the State Library in Columbia for members in good standing (those with no overdue books or outstanding fines).  It takes approximately three (3) days to receive materials from Columbia, if the item is available when ordered.  If a book from the State Library is not returned, the patron will be billed the replacement cost from the State Library.

 11.  The library branches have overnight deposit boxes for use when the library is closed.  PLEASE DO NOT USE the overnight deposit if the library is open.  When the overnight deposit is full PLEASE DO NOT PUT BOOKS ON THE GROUND OUTSIDE THE BOOK DEPOSIT BOX.

12.  Patrons must present their card to the library staff member at the circulation desk to check out materials or to use the computer.

 FINES:   Any items that are not returned by the due date will be subject to overdue fines of:

           $0.10 per day per book, up to a maximum of $2.00 per book.

 The first library card is free.  The second card is $1.00.  The third card is $5.00.
